Step 1

open your fivem app data folder if u can find this use this

Step 2

In the app data folder delete the files / folders below
  • citizen (folder)
  • data (folder)
  • CitizenFx.ini (file)

Step 3

Restart fivem and it should redownload the files and fix the issue
